Water boiler replacement

Hi Everyone
I have a water boiler (seperate to my central heating boiler) that is stored in my loft.
It's been on the blink (constantly blows out and was leaking) and a plumber came out to have a look and isolated it.
He has given me a quote today to replace it of £690.
When he came out, he mentioned that there was an air-brick directly above the boiler outlet on the outside wall which would need either moving or blocking up. Not sure what the price of this would be but I can't imagine concreting over an air-brick being very expensive?

Does £690 sound a far enough price for this job?
