System32 Pc Problem, Restore?

Hello all started up my pc which i havennt used for 6 months as i have today purchased a 3g mobile broadband modem:) half price ofcourse! However i am having major problems and its not the the installation of this modem thats the problem, because of this spuid pc i have even got as far as installing the 3g dongle yet,
Problem is
when i open up IE it says DNS error, also when i try to open anything like msn messenger it asks me to selcet the program to open with form a list, now i have some but not all programs to open every single thing. This has been a long running problem on this pc.
Basically this pc needs restoring i think, however everytime i go to system restore it gives me a system32 error and just does nothing, therefore i am thinking it needs the good old commands b4 the windows days? am i right? please advise on how i could restore it/load windows xp over the whole stupid thing. i am sat here with Windows Xp on a disc- original copy,

Boot from CD, (you have to enter BIOS and set it to boot from CD). http://www.michaelstevenstech.com/XPrepairinstall.htm
Then you can reinstall a fresh copy (best deleting current partition and creating new one) or choose to repair current installation.

to complete a Repair Install.
Boot with the Windows XP CD and at the Setup Screen press the Enter Key
You will be taken to the Windows XP Licensing Agreement. After reading the agreement press F8 to proceed.
The next screen gives you the option to do a fresh (clean) install or to repair the selected Windows XP installation. To run a Repair Install Press "R" at this time.
***CAUTION*** if you do not see the option to repair the selected Windows XP installation DO NOT choose the option to continue installing a fresh copy without repairing as that will overwrite your data and cause unrecoverable data loss.
Windows XP will copy the necessary files to your Hard Drive to begin the installation and will then reboot. You will see the message that informs you to "Press any key to boot the CD". Do not press any keys this time just wait a few seconds and the Windows Startup Screen will be displayed. Following this you will be greeted by the Windows XP Setup Screens.


When Setup has completed you should find all of your previously installed apps and settings are intactEx forum ambassador
