Stuart Cliffe of the National Association of Bank Customers said: "Phantom withdrawals from consumers' accounts have not gone away since the introduction of Chip and Pin, but now a bank's typical response might be: 'Chip and Pin technology is failsafe. If money has disappeared, it must be your fault.'"
Eddie Wetherill of the Independent Banking Advisory Service added: "The banks have passed the buck, leaving customers to pick up the tab for much of the annual fraud bill.
