Keyboard thinks its american

When id reinstalled windows im not sure if i chose UK as the keyboard option but when i click on the EN thats on my taskbar and change to UK it wont stay as UK when i turn the pc on next

control panel>regional and language options>languages>details> change default language (english uk) and add english british keyboard, delete the american one, while there you may as well turn off the language bar.Utinam logica falsa tuam philosophiam totam suffodiant.0
