    Nowhere near London I'm afraid.

I'm just stressed out about the whole thing now
Just feel that this guy thinks he's got us over a barrel and if things do go wrong where do I go?

Paying for the materials as they arrive on site is fair enough and part payments too.

I wouldnt pay anyone up front in full though

I think this is the site: http://www.cfa.org.uk - if they've a business card or letterhead, you could see if it said they were members of anything at all and follow up on it. Or you could google to see if they've had bad reviews written about them etc.

IMO, full payment should really only ever be made upon completion of the job done to a satisfactory standard as this encourages the job to be done professionally.

I personally wouldn't employ anyone who insisted on full payment up front - most people in the the trades have had problems with getting paid from time to time but don't reflect that by asking for full payment up front. After all, the majority of people do pay fully for a good job once completed.
After posting about receiving an email to my MSE username/email from 'Money Expert' (note the use of ' '), I am now unable to post on MSE. Such is life.

....but my OH does require 25% on the first day of a new job to partially cover his material costs but I'm talking central heating, bathroom and kitchen installations (have to keep an eye out for the 'rogue customers';) )

I ask for 75% of the materials element for large jobs, to cover what I have shelled out for, for the same reasons.
In the OP's case, if the flooring has already been paid for, just not the fitting, I wouldn't be paying up front for the fitting.

You told me again you preferred handsome men but for me you would make an exception.
