Buying foreign currency with a debit card

Hi all !!!
I wonder if anyone can help settle a argument. Say when visiting a foreign country can you buy local currency with a debit card. IE via a bank / currency exchange etc. NOT AT A ATM THOU !!!
I have had a bad experiance with foreign ATM's thats all, and would be alot happier using a local bank or something similar (Chip + PIN would be even better)
I have recently purchased some euro's via the post office using my debit card - I had ordered 1k worth of euro's - just before they gave me the euros thoun they insisted on seeing ID - which had never been discussed previoulsy and even thou I was using chip + pin ??? (Had to make another 1hr round trip just for my passport because of this) Is this now normal practice both here and in hotter climates ??
I'm sure last year I wasnt forced to provded ID ??

In EU banks, it is common (if not universal?) practise to ask for photo ID when obtaining / changing money unless you are a customer at that branch.
