prepaid cards or send money abroad?

I need to send some money abroad to Russia every month to a friend. Which is best. Use prepaid cards (which is the best, must be able to top up on-line. must also be able to withdraw cash from atm's in Russia). Or by using a merchant like western union. I am completly confused on which is best . I am also new here to this forum;) . please can anyone help? Thanks to all if anyone replies!!
