Need advice on reinsuring a flat also probs with halifax

Background
We live in a purpose built first floor flat, we do not know what the rebuild value of the flat is, we have been insured with halifax for the past 3 years, for the third year running i have been given a NCD and an dextra 5% off for taking both my buildings and contense out with them, ans for the third time running they have put the prise up, with the excuse that all insurances are going up (again), and that i am now paying for the legal cover (they say i had it for free the first year, 1/2 the second and so on)
Now
If I go to halifax online and ask for a quote, they have quoted me a better and cheaper policy, I phoned halifax and pointed this out, they told me that it is for new customers only, and basically cause i am an exsisting customer they are (insert word here) me.
My options
Cancel my policy and try and start a new one online
Find anouther company that will quote for both buildings and cont for a first floor flat when i don't know the rebuild value of the flat. (alot of companys do not do buildings insurance for flats)
Anyone got any sugestions.
