Welsh living in England

Hi, in new to this board but i've been talking on the phone and looking on the internet for hours now and cannot get any definite answer for my query so i come to you guys in the hope so someone knows a little bit.
Basically, i was born and lived in wales for 21 years and have now been living just over the border in Chester for nearly 2 years. I have been in full time employment for over 3 years and now want to go to university. I have 6 GCSEs at A*-C and 1 A level at D. Obviously this isn't enough to warrant a place at university so im thinking of doing a Access to HE in my preffered subject of IT. The only college nearby that offers this is over the border in Wales.
I've spoken to numerous departments of that college, student finance wales and england and also my local LEA. As it is further education rather than higher education none of these people can offer me any advice on grants, i will still be working but because my hours will be less as the course is full time i don't think i can afford to carry on paying rent never mind other household bills etc. The welsh wont help because i live in england and the english wont help me because i havent lived here three years and also i will be studying in wales. Can anyone offer me any advice because it seems to me that i am missing something here?
