Cheap car insurance - Details out of date?

Hello,

Is the info in this link out of date? http://www.moneysavingexpert.com/insurance/compare-cheap-car-insurance

The reason I question this is because confused.com claim to cover 94% of the market. And some others 80%+. Refer to this link: http://www.guardian.co.uk/money/2007/jun/22/insurance

Are these figures true and the moneysaving advice out of date?

Why don't any of these sites cover 100% of the market? That would make life much easier.

Difficult questions I know.

Any ideas.
