Registering a Charity

I've just been skimming through the charity commissions website and for anyone wanting to become a register charity it states 'it has an income exceeding £5000 per annum' I really must sit down and read the site more thoroughly but does anyone know any good reason they'd accept rescues who did not live up to that catagory of income exceeding £5000. I know it used to be £1000.

    How do we know they are properly regulated?

    In my experience, the CC will not register an org until its income has reached £5k. However, it does have powers to regulate all orgs which are set up for charitable purposes, even if their income is below £5 k (it was increased from £1k in the 2006 Charities Act, so you will find charities with income under £5k).
