Did I read this correctly - Your gave your ex YOUR savings account book. - If so get on to your bank or whatever, tell them your ex has it and can they issue a new book and cancel the old one.
"I re-stocked his house up after his wife had left him, (we were not together at this time) and the decorating, the wall paper, garden stuff i bought. He was in that much debt after his wife left him that i ended up paying for most things, shopping, stuff in the house, furniture etc."
Why don't you just take back what you bought - he might be more amenable to this than paying over cash. It won't get you cash to pay off your debts but at least you won't have to buy new, (unless you have already) - or at least you can car boot it.
If you communicate with him again put it on hard copy and sent it via Recorded Delivery - and if he doen't respond at home send it to his work.

He could:-
1) Use his latest [strike]mug[/strike] girlfriend or another female acquaintance to forge the signature.
2) Forge a Letter of Authorisation Form
or even
3) Forge a Third Party Authority form0
