Port Isaac is really nice. You will love it there. I'm not sure that there are any cheap places to stay there, though. One suggestion might be Bodmin, which is not so nice and about ten miles away. Check with the tourist office about the public transport. there are buses, but not very many in Cornwall. There is also polzeath, where it is possible to camp. That is about six miles away i would say, but the bus links are probably not as good. Polzeath is by the sea and has a lot of young surfer types hanging out, as well as families.
If you can, visit Port Quin. there are National Trust houses to rent there, which I am sure are very expensive, but it's a lovely place and walkable from Port Isaac if you are moderately fit.
Otherwise Newquay is quite a way away, about 20 miles, but there are lots of cheap places to stay there and again the public transport will be better.

As said before, cheap in Port Isaac is unlikely.
This studio flat is £200-400 in low season http://www.holidayhomerental.co.uk/Listings/England/South_West_England/Cornwall/Port_Isaac/bdf74bbf28004ab29b3edd08a72f26c6.htm
Just found pics of that place: http://www.cornwall-online.co.uk/theoldbakehouse-portisaac/

Public transport to Port Isaac would be a bit of a challenge.
Having got off the train at Bodmin Parkway, you'd then need 3 buses probably:
555 to Wadebridge
594 to Camelford
584 to Wadebridge.
Expect those 3 to take you about 1 hour 20 minutes to go 18 miles.
Then you'd have limited opportunity to get out of Port Isaac and back by public transport and see other places. And you have pretty much seen all that Port Isaac has already on the TV.
To help plan your journey, I'd use this: http://www.transportdirect.info/TransportDirect/en/
Good luck0
