Anyone able to educate me about tv cards?

I'm thinking of getting a tv card for my pc.
Key ingredients:
- analogue and digital
- can be recorded in broadcast quality to hard-drive, dvd etc
- has a timer on it that will boot up pc when necessary to record.
- low price
- reliable and durable
Anyone able to fill me in on the market?
