House Prices - bad neighbours

I live in a terrace where a property is going to be coming up for sale in a few weeks time.
It is a decent house but one problem. The neighbours are noisy and I have confirmation that a complaint was issued from somebody in the terrace (99.9% sure it was from the property that is coming up for sale. The people that made the complaint had been renting at the time. They moved away some months ago.
My parents are looking for a house to buy and this would suit them...apart from the neighbours.
Can they use this to their advantage to get the house price lowered? Will the landlord play dumb about the complaint?
These people still make noise (loud stereos with wide-open windows on a sunny day) so I don't know how much the complaint worked before.
Any comments would be most useful!

would you want your parents to live next to these?? just for a slight chance of saving a bit of money, i think id pay slighty more for better neibours tbh.0

I wouldn't even consider this, unless your parents were party animals themselves, lol. It's very tiring living beside noise you have no control over.
I would think that they would prefer peace and quiet over a dubious bargain.
However, I'm sure I read somewhere that if the landlord knew about the complaint (likely since his tennants would probably have complained to him too?) then he HAS to divulge this. Depends on how desperate he was for a sale as to whether he would reduce the price though.Herman - MP for all!

If there ever was a complaint made by the tenants of the house for sale regarding the noisy neighbours, it doesn't mean that the landlord actually has knowledge of it. It would depend on who the complaint was made to. If this landlord also owns the house with the noisy neighbours & a complaint was made to him or the managing agents, then yes he will have knowledge, but if it was made to the local council or police, then he may not be aware.
Your parents should think seriously before considering buying a house next to known problem neighbours. As someone who was forced into selling up & moving from a house I loved, having endured noisy neighbours for 3 years, I can testify to the living hell it can be.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.0 -
That is my thoughts. But it would be very nice to live that close (having lived hundreds of miles away for 2 years).
These louts control how we live so I don't want my parents lives to be wrecked as well.
The landlord does own the house with the loud tenants. I am sure he would know about the council complaint.0 -

Most times when you move you hope & prey to God your neighbours are good - quiet, tolerent, friendly, no tribes of screaming kids running wild etc. You know these aren't - why would you want your parents moving next door? Unless, of course, you don't like your parents - then you could encourage them! [only JOKING ;-)].
Landlord should declare, if he's aware, but getting "something off the price" won't compensate for bad noisy neighbours. Avoid like the plague.

When I sold my house last year i had a form that said something along the lines of had I made a complaint about a neighbour in the last few years. Having lived with noisy neighbours in the past who thought I should appreciate their loud music I'd stay well clear-let your parents look for something else nearby.0

Even if a property with noisy neighbours was being offered to me at a 99.99% discount, I wouldn't touch it with a barge pole.
Life's too short to spend it next to inconsiderate freaks, trust me.0
