passport refund?

I have just helped my 84yr old mother apply for her passport, we sent a cheque with the application for £72 as requested.
She has recieved her passport last week, then today she recieved a cheque from the passport office for the full amount of £72 accompanied by a letter stating that the cheque can be cashed within the next 6mths.
I am wondering if therefore, a renewal for someone of her age is therefore 'Free' ?, i have viewed the passport service website and the fees page but it says nothing on there about renewal being free of charge in this instance.
Can anybody out there clarify the situation?

Anyone born before 2 September 1929 is eligible for a free passport - but surprisingly I can't find this on the passports web site - only on pensioners ones0
