mobile phone but uses landline number to ring...?

i remember a while back reading about a phone that was mobile but actually uses the landline number to ring. basically it became mobile if you needed it too. i just wanted if this definitely exists ...thanks in advance.

I have had phone for 5 months now, got 3 months free line rental when I took contract. Had problems first month so was given extra free month line rental. Just received bill in last month and had gone over my free minutes, I have been charged price of normal mobile call when using phone at home when calls should be quarter of price. (calls came to £135) I would of been better phoning mobiles from house phone, at least I would of got discount. BT agreed bill was wrong, I stopped my direct debit and have got text today to phone bt regarding bill. I phoned them and they said my bill is correct. I have asked them to cancel my contract and am refusing to pay as they are advertising 4 minutes for price of 1 when they are charging full price. I have worked out that with line rental and vat I would of got more out of my pay as you go phone, at least I would of had free weekend calls.
