    when you suspect they are using the elcec just switch the mains of then back on again a few times, if they go off and on then you will know for sure.

    I had an upstairs flat once. The owner of the shop below ran all his outside lights off my electricity. They would be left on day and night. The only way I could stop him was to switch the electricity off at the meter (this was before consumer boxes with individual switches).

    Fortunately I wasn't there very long.
