Please help....Can not get onto the internet

Please help, I have just brought my first computer a Dell dimension 3000. My problem is I have installed Tiscali modem to get onto broadband but Tiscali tell me I have connected to the internet but am not receiving any info. Tiscali told me to disable my firewall and when that didn't help they said to take it off and against my better judgement I did so and its still not working.
The info I am getting is "other applications currently occupy the USB Bandwidth. Please close all other applications then remove other USB devices, click OK to continue... then Please wait while modem is adjusting the USB Bandwidth and it just stays there for ever and a day! The only USB plugged into the computer is connected to the modem and don't understand this gargon. When trying to get connected to a web page it tells me it can not find server.
Now I'm well and truly stuck and without a firewall or anyother protection. Please help

A lot of USB modems require you to loan installation disc prior to plugging in usb modem itself, ( seem to remember reading somewhere that not doing this can cause the above problem)
might be worth doing a restore to a prior date and following this procedure

Have to agree with that. Make sure the modem is switched on, but not plugged into the PC. Use the installation disc, and when prompted, connect the modem's USB cable to the PC.I haven't been asked to tell you that I'm the [highlight]Board Drunk[/highlight] for this board. Try start menu > control Panel > System > Harware tab > device manager scroll down to the USB controllers and click the + beside it. Right click the USB root hubs and select power management and ensure the tick box for disabling to save power is clear.Sometimes i surprise myself by being right.0

Hi All
I have done the above apart from restoring (I don't know how to do this) and still no luck - I am not getting a dial up connection, the usb light on the modem is flashing at me, I have swapped the filter with the one upstairs to see if that helps and I have installed and uninstalled the modem again and again.
I have tried doing a ping request and the answer is could not find host and then I get the insufficient bandwidth warning.
I have gone into the power management and the tick is in the right place.
I'm really stuck, any ideas. Many thanks0
