Sue is right, pay the fiver no matter what.
Councils / HA's ARE supposed to focus on creating sustainable communities (it is a programme called IN NEIGHBOURHOODS, very big on partnership working and self-help) - I am actively involved in that now on my "patch" - not easy as it is a very challenging area, but I am getting there.
It is indicative of the OP's housing ALMO being in deep trouble with the Housing Corporation - they are dealing with this in a heavy handed and totally unacceptable way. They really need those consultants!!!!
