Some Advice Please On An Item Not Received

Hi

Please could somebody with a bit more knowledge of ebay give me some advice?

I bid for & won an item on ebay on 10th February. I paid for it as soon as the auction finished. I still haven't received it.

I sent a message on 21st Feb saying:

I bought this item 11 days ago but still haven't received it. Please can you tell me when you sent it (if it has already been sent). If it hasn't please can you send it to me?

Hi I am away until next Wednesday but have just checked my mail. It was sent to you on the 11th Feb. As soon as I get back on Weds I will get this sorted out for you I promise.

I sent another message on 27th saying

I was just wondering whether you have had any joy with the skirt (hoping RM has returned it to you!) Please let me know

& the reply was

Hi I have had nothing as yet, but the RM are totally idiots at the moment. I'll chase them my end.

I am not sure whether I need to raise a dispute or not? Do I just wait? What is the procedure - do I have to do it in a certain way? I've now had ebay access stopped at work so can't get on there to see. I've also noticed now that there are a few negative feedbacks & a few withdrawn feedbacks & I'm started to get worried. Am I going about this in the right way?

Trying again as my earlier post disappeared!

Get a chargeback in now and keep it in until you get either a refund or your goods.

You have been patient but the recent problems with feedback would be enough to worry me.

I opened a dispute recently and it just sent me straight to paypal where you can view messages and dispute status etc. Have only had to do this twice and both times I have received parcel within days. Don't delay though.

I've had a similar problem. I received the item (radio) but it doesn't work. I've emailed the seller twice, no response. So I've had to open a dispute with paypal. I've never had a problem before, so it will be interesting to see what happens. I've noticed that although the seller has been receiving feedback from buyers, he/she has not given any feedback since last month. Why would that be?
