buisness visa 28 pound charge

I opened a buisness account last year with hsbc , i was aked if i wanted a visa which i said no to as i have never had one and did not use them, she said i should have it for emergencies and it would not cot anything . I received a statement yesterday aying i owe £28 pound service use for the year i have not used the card once and was not told about this , what can i do , the card is still upstairs in an envelope never been touched
