Bar Withheld Numbers

I starting to get annoyed at people withholding their number when they phone me. Particularly the annoying ones at 2330 when no one speaks when you answer it.

Is there a box of tricks i can put on my phone line to stop withheld numbers ringing me.

I know BT does a service where they do not allow withheld numbers, but its like £4 a month.
