Can I offer below 'OIEO'?!?

I have seen a house which is priced as 'OIEO £145,000'.
Does this mean I shouldn't offer below this, or should I just ignore the 'OIEO' part of it, and make a lower offer anyway?
Any advice would be greatly appreciated.

Round here a lot of OIEO are reduced in price; eg used to be £150,000 then reduced to OIEO £145,000. You can offer anything you like. Whether it will be accepted is another matter. Most low first offers are rejected with the expectation of a small increase. But you never know, it might just work.Been away for a while.0

I offered 141k on "offers over" 150k. The property was already the best looking property at 150k (fairly well priced if there is such a thing these days)... We ended up at 147k. Which is great, because I almost started the offering at 147k! Similar properties are still on at 165-170k, but they aren't shifting.0
