I have total C Card debts of £28,000 and a family member has loaned me on a long term basis £20,000, can I negociate with the companies for them to accept less than the total owed and close the acct

Depends on how much you value your credit worthiness, if you go down this route will be ruined for next 6 years. The credit card companies will probably be very reluctant to write off £8k as well if it appears you have the means to make a lump sum payment of £20k.
They will only normally consider an offer as well if you are already quite in arrears.0
