Chicken and the egg situation - do sloppy buyers encourage bad sellers to continue, or do bad sellers attract sloppy buyers?

it's a tricky you see. say there're two sellers who are selling the same item with the same postage, one seller has good DSR rating and offering the item at say £20, second seller's dispatch time is pretty bad but he's offering the item at £10. Which one would you choose?
