Is interest rate on unused A&L instant Saver II still ok?

I have an A&L Instant Saver II a/c that is empty. When I got it it was top rate a/c. It had £10k in which I later withdrew to use towards business set up costs. I did try to open an ICCI a/c when it had a "best rate" to swap the money into but despite sending all the paperwork, getting it all authorised by neighbour who is policeman etc they kept failing to get it open so I gave up.
I am now ready to return the £10k to savings but suspect A&L a/c is no longer a good rate??? I want £5k of the money to be saved for longer term. The other £5k I am going to use towards a new kitchen in about five months time. I don't have any other savings but new business is going well so it's worth me making some plans as I hope to rectify that on a smallish scale over the next couple of years.
What is the rate on my A&L a/c? Is there a better a/c (and if so what) that I can do online that will be opened easily and where I get good service if I do have set up problems? Should we use cash ISA for some of the money and then get a separate savings a/c for the kitchen?
