Council Tax What value location - Anyone help?

Hi all - new member so bear with me!
How much is location a factor in council tax banding?
I ask the question, because my house could be calculated to be in the right band from 1991 via the Nationwide price calculator (although it was built in 1996!). While my neighbours bands seem appropriate, identically built houses (same builder) in a neighbouring street have a lower band (500 yds!) but are considered to be in slightly less prestigious part of town, hence lower selling prices currently. If council tax is about payment for council services, what difference does my apparently slightly better location in town make?

council tax is based on the (presumed ) market value in 1991....
the market takes account of location
the cost of council services has no bearing on the matter.. collecting rubbish from a modest two up two down costs the same as a four bed posh house
so a garage in kensington may well be more highly rated than a four bedroomed house in skelmersdale0 -
Don't want to hijack the thread but our house was built last year so way after 1991 there wasn't ever houses here before that is the prob and why we can't find out what it should be put at? any ideas now?0

My house was built in 1994 so I too had to find out its equivalent value in 1991. In Bryan's case, what you will probably find is that the identical houses sold for slightly less which put them in a lower band. If you go back through the local papers for 1996 at the library you should be able to establish the prices for both.
gabyjane, your house will be valued on the price at which it sold with some consideration of the size.
If you feel that you have been overcharged, there is a main "rebanding" thread in this forum on taxes where the issues you're coming up against have been addressed on many occasions. See i have read through everything i could and have posted all my findings on the tax bit BUT your suggestion is one i thought least to be, i was always told that houses even new ones will be based on properties in 1991 it says this on the valuation website aswell..i thought i had it all clear in my head and now im not so sure! the house which is behind us is 3 beds and a B..how are we a band up if it is now based on the current sale and ours is smaller?
