sorry got my figs mixed up, 11000 was the start of the 22% bracket (before last budget) and i had forgotton about the 10% being dropped form april

You still seem to have your figures mixed up. It's never been anywhere near £11,000 for the start of the 22% tax bracket.
06/07 = £7375
07/08 = £7455
