want to lay patio, discovered shallow buried waste pipes!

We have moved to a new build property 2 months ago.
There is a 7ft gap between us and our neighbours which was grassed by David Wilson.
Basically we want to slab this area and have cleared the grass only to discover pipes coming directly out of the neighbouring property into our manholes
Is this right? should they have been buried deeper? plus should our neighbours pipes come across our land into our manholes?
Also concerned about laying slabs on top of these pipes... site manager says we can but I'm not convinced.. was thinking of reporting our concerns to the custmer services dept..
Can anyone advise?

This may not be what you want to hear. However it is common for neighbours pipes to cross boundaries and the depth is immaterial. As for overcoming the problem the issue lies with the weight going over the pipes. You can bridge them ie build up brick either side and put a concrete plinth over it. Or you can just flag over them but bear in mind if you are going to put a lot of weight on it then you may need to think twice (I'm talking about cars here).

May want to put the wheelie bins on top.. just worried that any kind of weight will crack them! who is responsible for them if they belong to next door, say if there was a leak or something.. putting the slabbing aside?0 -
I would have thought there was a minimum depth required to guard against freezing. Even waste pipes can freeze.0

It does seem abit odd that these are at grass level.. I just dont trust David Wilson!0 -
wheelie bins on top of slabs will not affect these pipes. Just make sure there's some pea gravel between the pipe and slabs ( allow for movement). They will only freeze if there is sitting water in them. If there is sitting water in them call Mr Wilson and get him to sort the level of them out. If on your property- your responsibility.0
