Asda Flowers

Advise needed please...
My hubby very kindly ordered flowers for me for Valentines Day from Asda.
They didn't arrive on the day, and haven't arrived since.
We've spoken to Asda Flowers customer services who have told us various things - i.e. the flowers were delivered, the flowers weren't delivered and the delivery was refused. But can't prove anything either way.
They didn't contact my husband on the day of delivery to tell him there was a problem with the delivery, or that it was refused. Nobody at my place of work knows anything about the delivery, attempted or not.
Asda won't refund our money (only £20, but it's the principal of the thing) and all we've managed to do so far is drag the name of a manager out of the woman we spoke to. We're trying to get in touch with the manager on the phone, but aren't having much luck.
The long and short of it is, we paid for goods which Asda have not delivered.
Where do we go next if we don't get any joy from speaking with this manager??

That is a disgrace
Did he pay by Credit Card? apply for a charge back?
I would go in store and Demand to speak to the manager and not leave until they have sorted it out, its an absolute disgrace this.
I would tell him/her that you will go to your local paper about it
Or try the head office number and explain to them whats happened

As the order was made online, I don't know if going into store is really appropriate unfortunately. Plus we're not particularly close an Asda store.
The order was made on Debit Card...which I don't think have the same rights as Credit Cards
They've just been awful so far, refusing to help in anyway. They are now adamant that the delivery was refused...but I know that's not the case. And even if it had been refused, surely the onus is on them to contact us and tell us and then arrange redelivery??

Letters usually work best. Perhaps point out that why on earth would your husband spend £20 on flowers for you for V day, then refuse delivery???
