Ebay reply- feedback extortion

I recently reported a seller who was telling porkies about an item and they sent me this:
Hello
Thank you once again for your message.
I think it would simply be better if I explain our feedback policy to
you:
We leave feedback in a 'like for like' way. This means that if you leave
posative for us, we will leave posative for you. If you leave nagative
for us, we will negative for you.

I reported them to ebay- not really sure what they would do and look at the reply i got:
Hello,

Thank you for your email. I understand you're concerned about receiving
retaliatory negative feedback.

Feedback is essential to the smooth running of eBay. It creates an open
market that encourages honest dealings and makes it possible to conduct
business with strangers over the internet. However, eBay can't tell
members to leave feedback for each other, or influence what feedback
they leave.

Members don't always use feedback fairly, but you should still try to be
truthful when you rate others. Be clear and professional in your
description of what you feel went wrong. If your partner leaves negative
feedback for you in return, you should leave a polite response via the
Feedback Forum.

Most of the time, when members you've never dealt with are deciding
whether to trade with you, they'll read the negative and neutral
comments in your feedback profile. Retaliatory feedback tends to be easy
to spot, especially if most of your feedback is positive.

Finally, if a clean feedback record is essential to you, and you feel
you risk negative feedback in return for your comments, you don't have
to leave feedback at all.
However, you would lose the opportunity to let
others know that you had a bad experience with this member.

use feedback in this situation.

The statement is bold amazes me, so basically if your a !!!!!! buyer or seller, just threaten the other person with negative feedback, regardless if they are good or excellent, its ok to do so, nothing ebay will do about it- evidently so.
