b&q used to do a "kit" which had the trays and racks and the diagrams on how to build it, think there about £15.
Just done a quick google and found this

edit* I don't know how you stand legally with it being a council house; technically you would have to ask permission but Councils can be drearily beurocratic so just go ahead and build it.

IAlso is this legal as I live in a council house.
Can't see why not. Have a look at your council's housing website, it should have a list of things tenants can't do without permission. Anyway, you could always call it a raised flower bed.
