Water meter under water normal?

I've bought a house a while back its 4 years old and when i go to check the water meter its submerged under a lot of water I managed to get the reading after cup and tossing the water for a while but i wonder if thats normal (i notice i've got a small dip which attracts the water, just checking if it normal or something i need to has the Hbuildingythingy to loook at (also theres a dipper type thing in the hole wonder if thats there for a reason)

I wouldn't say it's unusual. Probably due to ground water and run-off......0

Not unusual, mines like that. There is normally a thick polystyrene disk wedged in the pipe that the meter sits in. I'm not sure if this disk is to prevent water getting in, or to prevent any water that does get in from freezing. These disks go missing eventually, for some reason I don't understand."You were only supposed to blow the bl**dy doors off!!"0

yeah its due to run off just curious .... dont see a polystyrene blobby thing though can imagine the trouble the water reader has in reading it.Money, Money, Money ..... Banks/Casinos/Bookies give me all you money its a poor mans world....0
