Advice needed for a mate

Hi,
a mate of mine has just recieved a letter from a debt collection agency saying northern power have just passed on his account to them and they are beginning court proceedings, will send baliffs round his house, charge him 60 quid for the visit (before any court action) (all the usual scare tactics).
the situation is this : he admits the debt is his and wants to pay but at a reduced r8, he's on jsa and disability travel allowance. He's been in and out of hospital a lot in the last three months and this is how this has snowballed to the dca.
He was going to phone them but I suggested that he write a letter instead outlining details of payments and set up a DD.
I've been scouring this site for a template and can't seem to find a suitable one, can anyone help please? Is it also worth mentioning he is disabled and has been in and out of hospital for months? Also is there a lower rate electricity tarriff he can request as disabled?

DO NOT SET UP AT DD! They can change the amount it is for at their whim! Do this by Standing order only.
As for lower rates - I wouldn't have thought so but you might get a better answer on the utilities board?
Basically what your mate needs is what is known as a DMP Debt Management Plan. Is this his only debt? This could affect how he needs to proceed...DFW Nerd #025DFW no more! Officially debt free 2017 - now joining the MFW's!

This is the only debt he has that I know about, will have to have a proper chat with him tonight re it.. Shall post on the utilities board re the better tarriff.
