They should be able to check you electronically The agencies they use will have all the stuff on you inc electoral register, and plenty of other gear. Only if you are very new to this country should you not pass. There shouldnt be any need to put your personal stuff in the post.
Ask them if they have ML you already electronically , if not why not, and if you failed why. A common reason for failing is not being on voting list, but there are many ways in which you can still pass.
