How to clean outside of velux window

Hi guys, I'm really frustrated, I've a large velux window in my attic bedroom and I'm trying to clean it, its never been cleaned on the outside and its starting to go green 
, I've got a picture of what to do to tilt it enough to reach the end but I just don't understand it! There is a little plastic brown catch thing which I think is something to do with it but I can't get it to move!
Any help gratefully appreciated.

Open window Rotate the sash fully so outside glass is inside and handle is at bottom of window, secure by engaging the sash barrel bolt into bushing (hole) at the bottom left hand corner of frame, if barrel bolt is stuck try cleaning and a little squirt of wd40Maybe, just once, someone will call me 'Sir' without adding, 'You're making a scene.'0
