I think you will find it is collected on behalf of the government who then "give" it to the BBC.

I stand corrected.
The BBC does indeed pay Crapita and others to collect the fee, as it (The BBC) is the Licensing Authority with responsibility for the administration of the television licensing system.
Wonder if this will change if the government decides to "top slice" the licence at some point and give some of it to other (e.g. Channel 4 and five)

Under the direct debit guarantee, the bank has to return any payment that was wrongly taken. Under the circumstances, and in terms of the documentation they gave you (or did not give you) before you signed the direct debit mandate, I think you would have a reasonable chance of persuading the bank to recall the funds.0
