tv license rip off!!!!!!!!!!

i moved out of my flat on 12th nov to move in with partner. his property had a tv license so i rang up tv licensing and told them situation. since i payed by quarterly direct debit and payment had been taken 1st nov i was told i would be due a refund. was sent out refund claim form, filled it in and sent it back late nov.
having heard nothing since, i rang tv licensing this morning to ask about my refund. was told they had sent a letter out mid dec that i wasnt entitled to refund. (letter never received!)
they explained that because i hadnt moved out before the 31st oct i wasnt due a refund as they only refund a full 3 month block payment! i responded that all other companys refund from date of moving!
was then told that this is government policy and has been used for the last 14 years!
i then asked where i could view this policy and was told its not on website, tv license. infact its nowhere to be found!
i then asked to be put through to a manager explained situation and asked again where i could view this policy!
was told she would ring me back
she rang me back and said the policy will be available to view on tv licensing website within the next few weeks! is this legal?!!!!!!!!:mad:

    any help on this would be much appreciated as i know its only a small amount but every little helps!
    was also told by manager that the policy is they just TELL people like me when they ask for refund!!!!!!!!!!
    and its a premium phone no!

    Were you made aware of that policy at the time you signed the direct debit mandate? Did any of the pieces of paper they gave you at the time enable you to work out that his would happen?

    If the answer is no, then speak to your bank and invoke the direct debit guarantee.

    no there is nothing on tv license, correspondense, or website. ive actually had this confirmed by a manager! its only a verbal policy when you cancel!
    i cancelled dd but had already payed 1st nov one. moved out of property on the 12th nov!

    Unfortunately it would seem to be policy and is lawful as the Communications Act 2003 gives the BBC discretionary powers to refund or not !

    Just a small comment to Optimist, collection of the licence fee has nothing to do with the BBC.

    I think you will find it is collected on behalf of the government who then "give" it to the BBC.
