    Sorry, it's a Nice Idea but whatever was used to Protect the Pipe would eventually get Hot and Cause the P/E Pipe to Dissolve within the Sleeve either way, it if didn't Ignite it would cause the gas to Escape at Mains Pressure may be into the Cavity Wall of the House. This Solution also doesn't take into consideration that the Installation Technically still Contravenes the Building Regs.
