I've never heard of what you are describing. Try opening a basic account with the Co-op. I would also get a copy of your credit reference file as there is something obviously on there which is causing you problems.0

Most basic bank accounts will give you a cashcard or a debit card that you can use at any ATM.
I think Lloyds is unusual in limiting it to just its own cash machines.
A list of providers is in the link above - but you need to specifically ask for a basic bank account.. otherwise they will try and give you a normal current accoutn (which you seem to be having difficulty getting)
It would also make sense to check you are on the electoral roll and with the credit reference agencies to check that the information they hold on you is correct.

Any bank should open a basic bank account for you, unless you're currently bankrupt. I'd certainly never refuse to open a basic account for anyone, though of course would strongly advise them to apply for a full account if appropriate. Agree if a bank says you can't have a full account insist they open a basic account.0

1. Are you a UK national or here on some sort of Visa?
2. Are you on the electoral role?
3. Are you paying for things via direct debit or standing orders?
4. How is your pay paid into your account?
5. Check your credit report.
6. Are you living in shared accommodation? If yes any there with poor credit record?
Most likely point no 5 though.0
