Seller wants a copy of my ID

Hi I bought something through Ebay from France and it has gone missing in the post. I have had my money back but the seller is now asking for a copy of an official document that shows my name and address. I am happy to help her make a claim back through the insurance but I can't think of anything that I can send that would be 'safe' yet appropriate.
Has anyone any ideas ?

dont send anything of the sort.. to many scammers about these days trying to get your information.. we all know identity theft is the most common crime now, so you must always cover yourself=======================

Not unusual at all for France. Insurance claims need to establish the identity of the recipient as well as the sender. A utility bill will be OK for them and just let them know that we don't have a national ID card (yet!)0
