Unreasonable non-refundable booking fees

This is a gripe about online ticketting agent SeeTickets. They suck.
I recently booked 2 tickets for a band I'm into - the Queens of the Stone Age - playing in London. As fate would have it, the gig was scheduled to be on the 7th of July.. Not a good day to be in London... The gig was (unsurprisingly) cancelled, and I was refunded money for the tickets.
Problem was, I was initially charged £37, and only refunded £30. The tickets were never posted to me, I was due to collect them at the venue. It turns out that they were each subjected to a £3.50 booking fee.. But they were booked online, and the transaction was handled entirely electronically, so didn't cost anywhere NEAR £7!
I was hoping someone on here might know a little more about complaints to the Office of Fair Trading, as I think losing 20% of my money for absolutely nothing is really harsh.
