Seller not refunding help please

Alright, hopefully someone can be of some help.
I paid for two items from one seller totalling just over £40 but when i clicked to pay it said the payment coundlt be completed then returned me to ebay, so i thought nothing of it and tried again
the second time it went through but when i check my paypal balance of £30 ish pund has gone and also about £50 from my card linked to paypal
it is showing up on paypal history i have paid it twice but ive only recieved one email
have emailed the seller and had no reply, only contact is via phone and first he said send an email with the details and he will sort it, then he said i need to send a money request, then when i spoke today he said he hadnt recieved it so i sent another then rang again and he said he got it and would refund straight away.
i initially paid for the items 1st february and sent the money request 6th feb. After googling the company they do sell loads of stuff but when there is a problem they are complete a holes. I really need the money back to fund the rest of my bike build, do you suggest i do an item not recieved dispute. it was sent recorded but as our postie is good he tucks it in a safe place if we aint in, so i aint actually signed anything
im not conning them as they have been paid twice for an item i received once. not getting much joy ringing them, is paypal dispute the only way
any ideas

I would just open a Paypal dispute asap as it sounds like you have contacted them enough times.0

have just opened one stating i tried to sort it out
the items in question are bike parts and although they have over 11000 with 6000 this year theyve had nearly 200 people not happy, which at first i thought was acceptable as they sell so much, but having investigated further they are not a very nice company to deal with in the slightest

ah me and DH had a nice long run in culminating in me taking the to court.
i would never deal with them ever again.
short version.
placed a order of around £800
delayed,delayed,fobbed off etc
then blamed courier for it going missing
then them going bankrupt
saga just went on and on

Oh him, I know nothing about bike spares but even I've read about him going back several years, nobody can quite understand how he still trades.
Do a simple Google and you'll find him slated all over the net!0 -
Make sure you ask him to do a refund via the 'Refund' Tab on the overpayment.
If you send a money request, you will get charged fees to receive the money. By him doing a proper refund via the refund tab, then you will get charged no Paypal fees, and he will get his original fees refunded.Your = belongs to you

filled a claim cos he wont respond if i ask for a refund, at least if he dont respond to claim ill get money.

very craftily though he dont associate his ebay shop with dave hinde, and when i spoke to him hes so arrogant its untrue
