personally I'd go for the Samsung, better quality brand IMO, although I'd read the reviews first.

price is 49.97, tech.. is a 10mpix using li-ion batteries, while samsung is a 6.2mpIX using AA batteries

I'd go for the Samsung. 6Mp is about optimal for a compact camera with a small sensor.

Higher Mpixel sizes without a larger sensor will likely lead to worse performance - particularly in poor light conditions.

I assumed that the Technika was made by Premier Image Technology Taiwan, but couldn't find that particular model.

Don't be fooled by megapixels, a 6Mp camera with a good quality lens will way outperform a cheap camera with a cheap lens at 10Mp - megapixels is one of the great cons of digital cameras, where ill-educated consumers think more is better.
