recycling green wheelie bin issues any advice?

My MIL end of last week put her bin on the boundery of property at the end of drive as stipulated by council for collection. when she went to go to the shop the bin had not been emptied but all others in her road had.
When she lifted the lid to check if it had been emptied she noticed a black carrier bag inside containing DOG Poop.
My in laws do not have any pets full stop.
What rights do they have to getting the bin emptied but also to try and make sure this does not happen again?
FIL has just last wed had hip operation or they would take it to the recycling centers themselves.
Can they ask for the bin to be left higher up the drive to be collected? She didnt put it out till the morning of collection so its not even like it was left out all night.
Unfortunatly there is a woodland walk way at the end of road, so people walk past their house to get there with dogs and so forth.
Any advice would be great ( seem to be full of asking advice recently!!)

Has your MIL contacted the council? After all, if they could be more specific about their collection times then the bin would not be available to anti social members of the public for as long. Also, they may well be more helpful and sympathetic than you think because all councils are under huge pressure to meet recycling targets, and so are less likely to want to alienate people who are trying to do the right thing.0

They have put a big sign on it saying recycling ( due to FIL poor eye sight )
Its supposed to go out before 7.15 the morning of collection ( she put it out just after 7am )
I called the council for her and they were not the most helpfull of people.
The guy on the other end just said remove the waste and it will be collected
on the next collection day (ie two weeks time)
I asked if there was any way of making this less likely to happen again maybe having the bin just inside the boundery ( ie not on the pavement ) and was told it was pavement collection so no.
This didnt sound very helpfull to me.
Just not sure what to do now.sus x0 -
What a disappointing response from the council. I have to admit that I have found the same sort of attitude from the general call centre in our area - but if you can get through to the actual recycling officer then they may have more authority and so be able to help. For instance - does the collecting lorry always follow the same route? If so, then your MIL should be able to be given a much more accurate idea of when her bin is to be emptied.0

Our council has an assisted collection for the elderly or those who can't move heavy bins, have you pointed out to the council that your father has had a hip op and is elderly?0

Green bin users beware...........
I live in the Bromsgrove area and soon they will be making us pay for the 'green bin' collection. Apparently it was initially funded by the government and now the funding has stopped there will be a charge of £30+ a year. Those not using the service will have a refund.
I have been told that Bromsgrove do not need the 'green bin' collection to meet their targets ! They obviously do not care that their charge will put some people off. I do all I can to recycle but have no intention of paying a charge, not because I cannot afford to pay but because I think it is setting the wrong example.0 -

we put our bin out on friday morning - only to find that the bleeders where on a wild cat strike....... rubbish still not been collected along with the kerbside recycling.....!smile --- it makes people wonder what you are up to....:cool:

Tell the council they need to put dog waste bins beside the entrance to the walk. Not your parents problem to collect dog walkers poo bags.0

Thats terrible service. Twice my bin hasn't been emptied even thou it was put out and they are suppose to pull it out for me. Phoned council who said they will get someone to collect it, each time i had to wait till the next collection date. Today just got a green box for plastic bottles and cans and glass which we recylce anyway but i do think its a good idea, but now they have changed our waste collection to every two weeks. Also the bin men once left loads of rubbish in my garden and broke my bin lid, am waiting for a new oneMarried 09/09/090

Green bin? Like 'compostable' waste?
We found out the other day that our council shut down collections over winter. My neighbour has a number of small logs that are going to be sticking out of her bin for a few more weeks yet...My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0
