BT monthly bill increase from £11 to £13, any idea why?

I received a letter from BT this week telling me that they were increasing my monthly payment from £11 (ish) to £13 (ish). This was to "cover my calls". All my calls go via Primus, so my calls cost nothing to BT. So my line rental is increasing.
Does anyone have any idea why?
I've received another letter from BT, this time offering calls and rental for £11 (ish) per month for 12 months.

I've just had a look at my BT online billing and was stung by a single weird reverse charge call.08 Dec 23:17 07964322286X 0000:00:17 3.395
I just called that number and the answerphone said "hello. Goodbye".
Must have been a scam of some sort. Either that or a mobile phone call to the wrong number.
I did a number check on Icstis, who are now called something new.PhonepayPlus has the following information about the number 07964322286.

It sounds as if you are currently paying BT by Monthly Payment Plan where they estimate your monthly bill in advance instead of Whole Bill Direct Debit - where you pay the exact amount owing to BT each month/quarter (and which also prevents a 'credit' building up on your account)
You can change the type of direct debit via BT's website here

I had a letter too. Putting mine up from £35 to £39. DH's hobby is being in the phoneDoing voluntary work overseas for as long as it takes .......

£3.39 for a 17s reverse charge call!

Thats a normal common or garden mobile number on Orange unless its been ported.0
