Have Capital One withdrawn free credit reports?

Evening all
It's my first post, so be gentle if this has been answered elsewhere!
My Capital One cashback credit card arrived today. The 2 reasons I applied for the card were the 4% cashback offer for the 1st 3 months and the 2 free credit reports a year (as referred to in the article in the 'ID Fraud Protection Loophole' article on the main site). However, the literature that came with the card was strangely silent on the two free reports feature.
The website also seems strangely silent on the subject, unless I am missing something. The Capital One 'help'line spoke to me as if I was stupid for suggesting that they would send free credit reports out and eventually just fobbed me off with the telephone number for Equifax, telling me I'll need to send them £2.
So, the question for my first post is: have Capital One withdrawn this benefit.
Thanks
Wally
