Carpet Repair - Worn Stairs

Hi
We have recently taken over management of a block of flats. The communal area carpet has worn and is fraying on certain step edges. Unfortunately there aren't enough funds in the company account to replace the carpet so I was just wondering if there was any way we could repair this cheaply? Or are there some sort of strips that could be fitted to the worn step edges?
Thanks!!

Just a quick note to bear in mind..
With stair nosings , its best to drill and plug the nosings and gripfill them as well for safety reasons. Also to go for a contrasting colour... black carpet ,white nosing .....red carpet, yellow nosing...Cut the carpet back on the tread of the step so it meets flush with the nosing, you are then fitting it to a nice flat secure surface..
I have nothing better to do!!!!
