Barclays - Lack of Internal Communication?

in Credit cards
In November, I got offered a credit limit of £5K, with 95% available for balance transfer at 0%. So early December I ring up to do a transfer, and get told the rate will be 6.9%.
The advisor's grasp of English was rather limited, and when I tried to question this he seemed to just chuckle, then put me on hold, came back and said no, computer definitely says 6.9%, and when I asked if I could speak to someone else he against just chuckled!
So I asked the advisor to register a complaint for me, and finally got a response to my complaint on Monday 4th Feb, stating that they had reviewed their criteria (credit crunch etc) and they would not be willing to reinstate the 0% BT rate. Fine for me, I have in the meantime got the Virgin card, so my BT is sorted.
This is where is gets silly ...
Wednesday 6th Feb, I receive a promotional letter from Barclays ... offering me 95% of my available credit at 0% until November!
I'm tempted to ring them and say 'thank you for your letter advising I cannot do a BT at 0% ... can I do a BT at 0% please?'!!

I would ring them again and quote the recent letter and request that you want a 0% transfer and see how it goes.
Personally I would stay on the phone until I was given the 0% offer or a £25 compensation for wasting my time.
